Context
Under the direct supervision of the MHD Business Partner (HR) and administrative supervision of the Finance and Administrative Officer (Migration Health Division (MHD) based in Manila , the Sr. Human Resources Associate will provide comprehensive support Global MHD, RHAPC and other MHD key stakeholders to the effective delivery of human resources services. The successful candidate will be responsible for coordinating and administering recruitment, onboarding, personnel administration, leave and attendance monitoring, performance management support, staff development activities, HR reporting and documentation, ensuring that all actions are carried out in accordance with IOM rules, regulations, policies and procedures.
In close coordination with relevant units at Headquarters, the Regional Office, Administrative Centres and internal stakeholders, the successful candidate will support the timely and consistent implementation of HR processes, provide guidance to staff and managers on standard HR matters, maintain accurate HR records and systems data, and contribute to continuous improvement of HR workflows to meet the operational needs of the office.
Required Qualifications and Experience
Education
- Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with four (4) years of relevant professional experience.
- High School diploma with six (6) years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Experience in recruitment, personnel administration, contract management, and HR service delivery;
- Experience interpreting and applying HR policies, rules, regulations, and procedures;
- Experience working with HR information systems and preparing HR reports and related documentation;
- Experience providing HR guidance and support to managers and staff; and
- Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
SKILLS
- Knowledge of HR policies, procedures and best practices;
- Proficiency in Microsoft Office applications and HR information systems;
- Strong analytical, organisational, and problem-solving skills;
- Ability to communicate effectively and provide guidance to managers, staff, and stakeholders; and
- Ability to manage multiple priorities and work effectively in a multicultural environment.
