Organizational Context

The IFRC is scaling up a national society‑led response centred on community engagement, surveillance, and infection control, supported by an emergency appeal. Red Cross volunteers are mobilized in affected areas to conduct door‑to‑door awareness, counter misinformation, encourage early care‑seeking, and support safe and dignified burials, key to breaking transmission. At the same time, the IFRC is coordinating closely with governments and partners, strengthening cross border preparedness, mobilizing resources and surge capacity, and supporting logistics, infection prevention control, and community-based surveillance to contain the outbreak and reduce regional spread.

The Ebola outbreak, declared midMay 2026, is caused by the Bundibugyo strain, with hundreds of suspected cases and hundreds of deaths reported across Ituri, South Kivu and North Kivu provinces. It began with clusters of unexplained deaths in early May and is spreading in a context of weak health systems, population movement, insecurity, and community mistrust, which together increase the risk of sustained transmission and crossborder spread to neighboring countries such as Uganda and South Sudan. The absence of an approved vaccine or specific treatment for this strain makes the outbreak particularly complex and heightens the urgency of rapid containment.

The PMER Senior Officer is reporting to the Deputy Operations Manager in Kinshasa and integrates the team of the delegation. The technical manager of this position is the PMER Coordinator in the cluster delegation. S/he integrates the regional and global PMER and Quality Assurance teams

Job Purpose

The PMER Senior Officer is responsible for implementing a PMER framework for the operation and for strengthening the quality of PMER systems and functions, by providing technical assistance and guidance across all relevant areas of PMER – planning, monitoring, evaluation/review, reporting, learning, and accountability.

S/he will be involved in strengthening the PMER capacity of the relevant national Red Cross society(ies) and will provide capacity-building support in PMER to the deployed surge team as required, through on-the-job training as part of the response.

The PMER Senior Officer will work in close collaboration with the Information Management (IM) / Emergency Needs Assessment (ENA) and Community Engagement and Accountability (CEA) teams to coordinate data collection, analysis, feedback from affected populations, and information to inform operational planning, decision-making, and quality programming.

Job Duties and Responsibilities

Planning

  • Provide technical assistance and support to set up and implement a planning process to develop quality plans for the operation.
  • Provide technical advice and support to individual teams to ensure quality plans (e.g. design of the Logframe and indicators) and support the coordination of the plans from the different teams to bring together a coherent and high-quality EPOA.
  • In addition to the existing results-based management approach to planning, promote an adaptive management approach to planning, working closely with IM, CEA and other core thematic team leads in the operations to ensure that feedback and lessons learned inform the evolution of the operational response.
  • Verify that monitoring and evaluation activities are incorporated into the plan and budget, and plan for their implementation from the outset, including relevant monitoring systems and reporting deadlines.
  • Maintain good communications and liaise with technical/operational counterparts, particularly IM and CEA, and with NS staff and volunteers, to ensure that plans are informed by accurate and relevant information and by the voice of those affected.

Monitoring

  • Support the development and implementation of an M&E plan for the operation, including outlining data sources, collection methods (quantitative and qualitative), frequency, and audience.
  • Provide technical guidance to programme staff to help them incorporate appropriate M&E systems (e.g. post-distribution monitoring (PDM)) for their areas of expertise, including setting up indicators.
  • Assist with the development and implementation of monitoring tools and activities to capture and provide reliable and timely monitoring data to inform quality programming.
  • Work closely with IM and CEA colleagues, if present, to ensure that planned monitoring is well informed by available information/data and engages with and reflects the voice of the affected population.
  • Undertake field monitoring visits with technical and NS teams.
  • Support or prepare analysis of monitoring through reports, data visualization, and ensure it is evidence-based, user-friendly, and accessible for those managing the operation to inform decision-making.

Evaluation / Review

  • Prepare, design, and implement any necessary surveys, such as baseline surveys, reviews, evaluations, lesson learning exercises, or other relevant studies in response to operational requirements of the BVD operations.
  • Participate in any internal reviews of operational progress, including lesson learning reviews.
  • Verify all review or evaluation work is evidence-based and considers outcomes as well as outputs of the response to inform future operational decision-making and quality programming.

Reporting

  • Coordinate all reporting activities closely with the PMER Coordinator in the cluster delegation with operational leadership and the Regional PMER team – including agreeing on a reporting timetable and deadlines.
  • Establish a reporting timetable and monitor it to ensure agreed deadlines are met.
  • Support the efficient and effective delivery of emergency reporting on the operation (including ops updates, situation reports, information bulletins, facts & figures, or other relevant reports).
  • Check that all reporting on the operation complies with IFRC standards and formats.
  • Maintain good communications with technical/operational counterparts and NS staff and volunteers to ensure reports are informed by accurate and relevant information.
  • Collaborate with technical and support managers, including finance and PRD, to ensure compatibility between narrative and financial information in all reports and for any pledge-based reporting.

Accountability

  • Contribute to the accountability focus of all PMER work across the operation, working closely with the CEA team to ensure accountability to affected populations.
  • Promote a culture of accountability with management and across all sectors.
  • Support the evidence base of monitoring and evaluation work on the operation to inform accountability to donors and partners.

Learning

  • Support the cross-sharing of accessible information and learning from ongoing operational monitoring and reviews.
  • Ensure that learning from all monitoring, reviews, or evaluations is accessible and relevant, and can be used to inform operational decision-making and the direction of the operation.
  • Set up systems and forums for capturing and sharing operational learning.

Capacity building and general support:

  • Provide and coordinate with IFRC counterparts technical support to enhance PMER capacities within the BVD operations, facilitating result-based approaches, greater accountability and evidence-based outcomes applying M&E tools such as baselines studies, indicator monitoring tables, among others.
  • Support the development of dashboards in line with the information strategy for the country
  • Identify and share lessons learned and promote best practices.

Education

Required

  • University degree in relevant discipline (International Relations, Humanitarian Affairs) or Equivalent experience
  • Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management, security)

Experience

Required

  • Minimum of 5 years work experience in international development and/or humanitarian relief.
  • Minimum 5 years’ experience in designing and implementing integrated results-based planning, monitoring and reporting systems and processes for organizations working in complex humanitarian or development contexts.
  • Minimum 5 years of hands-on work in project and program design, monitoring, and reporting in complex humanitarian or development contexts
  • Work experience with Red Cross/ Red Crescent Movement, including time in the field and/or with National Society
  • Demonstrated experience in planning capacity building, training development and deliver
  • Experience in working in armed conflict, complex emergencies or similar crisis situations

Knowledge, Skills and Languages

Required

  • Good knowledge and understanding of international M&E standards and best practices in development and humanitarian contexts.
  • Good communication skills in different formats, capable to communicate complex ideas in simple, direct ways to different audiences, including the understanding and use of data visualization
  • Extensive knowledge of different approaches to planning, from strategy development and frameworks to program and project design.
  • Knowledge of appropriate technologies and their use for M&E and IM, from digital data collection to online systems for data management.
  • Demonstrated experience working in cross cultural contexts and multiple stakeholders.
  • Strong project management skills and ability to develop IT-based projects.
  • Sound knowledge of Microsoft Office applications including Excel.
  • Demonstrated core proficiency in (a) digital communication & collaboration, (b) basic digital content creation, (c) digital safety & security, (d) data literacy, and (e) problem solving with technology (including responsible use of AI assistants.
  • Understanding of and commitment to IFRC’s mission and values
  • Fluently spoken and written English and French

Preferred

  • Strong knowledge of information sharing tools, and the ability to implement them.
  • Strong project management skills and ability to develop IT-based projects.
  • Good command of another IFRC official language (Spanish or Arabic)
