RECRUITMENT CONTEXT

As part of the creation of a new position, we are seeking an HR Officer for South East Asia. Based in Vientiane, Laos, you will oversee HR administration, payroll, compliance, and employee support across Laos, Cambodia, and Myanmar, while working closely with the HR team at Headquarters in France.

THE POSITION

You will be part of the South East Asia team and work closely with the HR Department in France (HQ).

You will report directly to the Regional Director and functionally to the HR Director.

As an HR Officer, you will be responsible for the day-to-day management of all HR operations across the region, ensuring compliance with local labor regulations, donor requirements, and the Fondation Mérieux's HR policies and procedures. You will oversee payroll and personnel administration activities, support managers and employees on HR matters, and contribute to strengthening HR processes and compliance across the region.

With this in mind, you will primarily be entrusted with the following activities and responsibilities:

  • Manage the full employee lifecycle administration (contracts, amendments, onboarding, offboarding, personnel files and HR documentation) across Laos, Cambodia and Myanmar.
  • Coordinate payroll and employee benefits administration, including health insurance, ensuring compliance with local regulations and internal policies for the Laos office.
  • Review and validate payroll-related information and benefits administration for Cambodia and Myanmar, in coordination with local teams and service providers, ensuring compliance with local regulations and Fondation Mérieux standards.
  • Administer and maintain the Group HRIS (Lucca), including employee records, onboarding workflows, absence management, timesheets and HR reporting, closely with HQ support for all offices.
  • Advise the Regional Director and managers on HR matters, employee relations and labor law compliance, while monitoring regulatory developments in the countries of operation.
  • Act as the primary HR contact for the HR Director at Headquarters, working in close collaboration to ensure alignment of regional HR practices with Group policies and standards, while actively contributing to the international HR community.
  • Coordinate the annual performance review process and support the implementation of HR policies, procedures and best practices in alignment with HQ requirements.
  • Ensure HR compliance and audit readiness by maintaining accurate personnel records and providing all required HR documentation for internal, external and donor audits.
  • Provide assistance to foreign employees on visa and work permits in coordination with the appropriate Ministry.

To achieve your goals, you will regularly interact with employees and managers throughout the region and work closely with the HR team at Headquarters. You may be required to travel internationally to Cambodia and Myanmar.

YOUR PROFILE

  • Bachelor's degree in Human Resources, Business Administration, Law, or a related field.
  • Minimum 8 years of experience in HR administration and payroll, preferably in an international environment and/or NGO sector.
  • Good knowledge of labor law and HR compliance; experience working across multiple countries is an asset.
  • Proficient in HRIS tools and Microsoft Office; experience with Lucca is a plus.
  • Strong organizational skills, attention to detail, and ability to manage confidential information.
  • Fluent in Laos and English; Other Asian local language or French language skills would be an advantage.

  • COMPENSATION COMPONENTS:
  • A gross base salary spread over 12 months, determined based on level of experience.
  • A13th-month bonus paid in December
  • A performance-based bonus paid in March.
