Lead financial excellence across a complex, multi-country humanitarian portfolio

CARE is seeking an exceptional Regional Finance & Grants Coordinator to provide strategic financial leadership and oversight for a multi-country portfolio funded by the German Federal Foreign Office (GFFO) across Sudan, South Sudan, and Chad.

This is a high-impact regional role for a finance professional who combines strategic financial leadership, rigorous donor compliance, strong analytical capability, and partnership-building skills. You will play a critical role in ensuring that GFFO resources are well managed, compliant, and strategically deployed to maximize program impact in some of the world's most challenging operating environments.

Working across country offices, program and grants teams, consortium partners, and CARE headquarters, you will serve as the regional finance focal point for the GFFO portfolio, strengthening financial management systems, driving quality reporting, identifying risks and opportunities, and enabling informed decision-making.

This role is open to both National and International Applicants who meet the stipulated qualifications.

What You Will Do

Provide Strategic Financial Leadership

  • Provide regional financial leadership and oversight for GFFO-funded awards across Sudan, South Sudan, and Chad.

  • Lead budget monitoring, forecasting, burn-rate analysis, financial performance reviews, and scenario planning.

  • Identify financial risks, spending variances, implementation bottlenecks, and opportunities for improved resource utilization.

  • Provide senior leadership with clear financial insights and recommendations to strengthen program efficiency and award performance.

Drive Multi-Country Financial Coordination & Reporting

  • Coordinate financial management processes across three country offices, ensuring consistency, accuracy, and compliance.

  • Consolidate, review, and coordinate the timely submission of high-quality GFFO financial reports.

  • Analyze budget variances and provide clear explanations for significant deviations.

  • Support proposal budgeting, budget revisions, grant modifications, financial modelling, and award close-out.

  • Work closely with country finance teams to monitor expenditure trends, cash flow requirements, forecasts, and budget performance.

Champion Donor Compliance, Controls & Risk Management

  • Serve as the regional focal point for GFFO financial compliance.

  • Ensure adherence to GFFO regulations, donor agreements, CARE policies, internal controls, and applicable local regulations.

  • Review financial transactions and supporting documentation for allowability, allocability, reasonableness, accuracy, and completeness.

  • Strengthen internal controls and financial systems to safeguard donor resources and minimize compliance risks.

  • Coordinate audit preparation, donor reviews, financial monitoring visits, corrective action plans, and follow-up on recommendations.

Strengthen Partners & Build Financial Capability

  • Provide financial oversight and technical support to consortium members, subrecipients, and implementing partners.

  • Review partner budgets, financial reports, forecasts, reconciliations, and close-out documentation.

  • Support partner financial capacity assessments and develop practical risk mitigation and capacity-strengthening plans.

  • Build the capability of finance, grants, program, and partner teams through coaching, training, tools, templates, guidance, and SOPs.

  • Represent finance in award management meetings, regional reviews, donor visits, monitoring missions, and cross-functional coordination forums.
