Project Background
The AMTAD Consortium is implementing a Building for Peace project in As-Suqaylabiyah Sub-district, Rural Hama. The project includes community infrastructure and service interventions that must comply with donor environmental and social safeguards requirements.
Job Purpose
The Environmental and Social Specialist will lead environmental and social risk screening and safeguards compliance for the project. The role will ensure that project activities are assessed and documented in accordance with Nabni's safeguard requirements and that environmental and social considerations are fully integrated into the feasibility and implementation processes.
Key Responsibilities
- Conduct environmental and social risk screening for proposed project activities and infrastructure sites in accordance with Nabni safeguards requirements.
- Support the preparation of feasibility assessment documentation with integrated environmental and social considerations.
- Identify environmental, social, health, safety, inclusion, and community protection risks related to project activities.
- Propose practical mitigation measures and support their integration into technical and implementation documents.
- Prepare, review, and update environmental and social safeguards documentation as required.
- Advise project teams on compliance with environmental and social standards during planning and implementation.
- Monitor field-level adherence to agreed mitigation measures and flag non-compliance or emerging risks.
- Support project teams with issues related to land-use sensitivities, community concerns, access, occupational health and safety, and inclusion.
- Contribute to the drafting, translation, formatting, editing, and finalization of safeguards-related and feasibility documentation.
- Coordinate with technical staff, program staff, consultants, and community representatives to ensure safeguards are practical and context-appropriate.
Required Qualifications
- Bachelor’s degree in Environmental Science, Environmental Engineering, Social Sciences, Development Studies, or a related field.
- Minimum 3–5 years of relevant experience in environmental and social safeguards, risk screening, or compliance.
- Demonstrated experience in infrastructure or recovery projects with donor compliance requirements.
- Knowledge of environmental and social screening methodologies, mitigation planning, and reporting.
- Strong analytical, drafting, and documentation skills.
- Experience working in fragile, conflict-affected, or complex operating contexts.
Preferred Qualifications
- Familiarity with donor safeguard systems and requirements.
- Experience in environmental and social assessments for schools, public infrastructure, roads, irrigation, or community facilities.
- Strong English and Arabic drafting/editing skills.
