  1. BACKGROUND

UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The UNFPA Strategic Plan for 2026-2029 articulates the organization’s response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies.

In Uzbekistan, UNFPA develops evidence-based advocacy messages, publications, and technical reports to mobilize decision-makers and the public in support of reproductive rights and gender equality across the country. The production of compelling, creative digital content is central to achieving our priority advocacy objectives. By leveraging multiple platforms and languages, our content highlights the diverse impact of UNFPA’s work—from improving maternal health to empowering young people—thereby fostering public engagement and action while ensuring the highest standards of transparency and accountability.

To ensure timely, consistent, and high-quality delivery of communication and advocacy products, UNFPA Uzbekistan seeks to establish a Long-Term Arrangement (LTA) with qualified professional graphic designers and motion graphics specialists.

2. PURPOSE OF THE ASSIGNMENT

To meet these requirements, UNFPA seeks to engage highly creative and professional graphic designers and motion graphics editors to develop high-quality visual and multimedia materials that support advocacy, communication, and visibility of UNFPA programmes, contribute to awareness-raising on sexual and reproductive health and rights, and effectively engage the public, donors, partners, and other stakeholders across digital and print platforms.

 

3. PROGRAMME AREA AND SPECIFIC PROJECT AREA

The consultants will provide professional graphic design and motion graphics services, in line with UNFPA global branding and communication standards, to support advocacy, visibility, and reporting related to the implementation of the UNFPA Country Programme Document (CPD) 2026–2030 in Uzbekistan, across all programme areas, through digital, print, and multimedia platforms.

4. OBJECTIVE(S)

The objective is to establish a Long-Term Agreement (LTA) to enable timely, flexible, and efficient engagement of professional graphic designers and motion graphics editors for UNFPA Uzbekistan projects. The consultants will develop high-quality advocacy, communication, and emergency-related visual materials that demonstrate UNFPA’s impact—particularly in maternal health, sexual and reproductive health and rights, and gender equality—in full compliance with UNFPA branding and communication standards, for use across digital, print, and multimedia platforms.

5. MAJOR TASKS TO BE ACCOMPLISHED

The consultants will provide high-quality graphic design and motion graphics services aligned with UNFPA’s advocacy priorities and global branding standards. The content will support advocacy, visibility, and communication objectives across digital, print, and multimedia platforms, contributing to awareness-raising, audience engagement, and resource mobilization for UNFPA’s mandate.


Tasks include, but are not limited to: 

- Develop professional graphic design and motion graphics products in line with UNFPA branding and communication guidelines.

- Deliver draft and final approved design products in ready-to-print and ready-to-upload formats, submitted via shared drive or other agreed digital channels (e.g. shared drive). 

- Provide PDF versions of finalised products for archiving and publication on UNFPA platforms. 

- Prepare printing and production specifications, in consultation with printers or production agencies when required.

- Create and deliver motion graphics and animated visual assets for digital and multimedia use. 

- Collaborate with UNFPA communication and programme teams on visual concepts, layouts, colours, typography, animation, audio, and video elements. 

- Apply contemporary graphic design techniques and trends relevant to advocacy and humanitarian communication.

- Review, edit, and consolidate materials to ensure clarity, consistency, and coherence of structure and key messages. 

- Verify spelling, terminology, acronyms, and place names in accordance with official UNFPA terminology, Brand Toolkit, and style guidelines. 

- Ensure compliance with UNFPA workflows and production toolkits. 

- Participate in multiple rounds of revisions, as required. 

-Incorporate feedback and implement revisions requested by UNFPA management and relevant partners until final validation and approval of deliverables.

- Deliver high-quality outputs within agreed timelines, including short-notice assignments when necessary.

- Adapt materials for different platforms and formats, including websites and social media platforms such as YouTube, Facebook, X/Twitter, and Instagram.

6. RESPONSIBILITY OF CONSULTANT:

• The consultant will use their own equipment, including a laptop, software, and any other tools or accessories required to perform the assignment. 

• The consultant shall maintain strict confidentiality of all information, documents, briefs, materials, drafts, and unpublished content received in the course of the assignment and shall not disclose, share, or distribute such information to any third party without prior written authorization from UNFPA.

 • All intellectual property rights, including copyrights and related rights, arising from the performance of this assignment shall vest exclusively in UNFPA. 

• The consultant shall ensure that all materials used in the deliverables, including images, fonts, audio, video, and other assets, are original or properly licensed for use by UNFPA and do not infringe on third-party intellectual property rights. 

• The consultant shall not share, publish, or distribute any content or materials produced under this assignment without prior written permission from UNFPA. 

• The consultant shall not include their name, logo, signature, or emblem on any final products. Only UNFPA branding may be used, if required. 

• The consultant shall be available for coordination and regular communication with UNFPA focal points throughout the duration of each assignment. 

• The consultant may be required to work outside standard working hours, including Saturdays and Sundays, depending on assignment needs. Such work shall be considered part of the agreed consultancy fee, unless otherwise specified in writing.

RESPONSIBILITIES OF UNFPA:

UNFPA will: 

• Provide clear and timely briefs, background information, and technical guidance for each assignment. 

• Share relevant brand guidelines, templates, logos, reference materials, and communication standards, as applicable. 

• Facilitate coordination with programme and communication colleagues, as required. 

• Review submitted deliverables and provide consolidated feedback in a timely manner.

 • Approve final deliverables in accordance with UNFPA internal procedures.

 

7. DELIVERABLES:

At the end of each assignment, the consultant shall deliver the final approved design or multimedia product in all required languages, in high resolution and in the formats and dimensions specified by UNFPA.

Where applicable, the consultant shall support resizing and minor design adjustments to ensure optimal quality for various production and printing specifications. 

Design adaptation into different languages shall be based on final, UNFPA-approved translated text provided by UNFPA or its partners.

14 Design of executive summaries, fact sheets, and briefs (2–6 pages), ensuring clarity, accessibility, and strong visual hierarchy of key messages.
15 Design of infographics and data visualization materials to present statistics, research findings, programme results, and key messages in a clear and visually engaging manner. • Design of digital and social media assets, including static and animated posts, carousels, stories, Reels covers, thumbnails, and visual templates for online platforms.
16 Design and production of motion graphics and animated content, including explainer videos, animated infographics, social media animations, video intros and outros, subtitles, captions, and lower thirds.
 

Design of visual identity and branding materials for campaigns, events, and initiatives, including key visuals and the development of a Brand Book / brand guidelines (excluding UNFPA corporate branding). 

The Brand Book may include, but is not limited to: 

• visual concept and design principles; • colour palette and typography; 

• graphic elements, icons, and illustration style; • layout rules and visual hierarchy; 

• guidance on imagery and photography style; 

• examples of application across key communication materials (presentations, reports, social media, and event materials). 

17 Design of templates for presentations, reports, social media, certificates, invitations, and other communication products. 
18 Design of event-related materials, including invitations, agendas, programmes, badges, nameplates, certificates, and other event visibility items.
19 Design of web and digital visual assets, such as banners, headers, icons, illustrations, and visuals for landing pages (excluding web development). 
20 Design of humanitarian and emergency communication materials, including rapid information cards, emergency infographics, awareness posters, and other materials for crisis response.

8. TRAVEL:

Payment of travel costs including tickets, DSA, etc. should be agreed upon, between UNFPA and the consultant as part of the quotation for each specific assignment and included in the respective purchase order. All air travel will be by economy class irrespective of the duration of travel. Travel expenses will be reimbursed as and when they take place in accordance with UNFPA rules and regulations.

 

9. ESTIMATED DURATION OF LTA:

Twelve (12) months with optional extension of twenty-four (24) months (36 months in total)

 

10. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ LANGUAGE SKILLS REQUIRED

Competencies:

-Minimum five (5) years of professional experience in graphic design and/or motion graphics, preferably with international organizations, brands, agencies, or advocacy-focused projects.

- Minimum academic requirement: high school diploma. 

-Strong creativity, visual storytelling skills, and demonstrated ability to translate complex information into clear and engaging visual content. 

-Proven experience in designing presentations, reports, publications, infographics, and social media materials. 

- Experience producing motion graphics and animated content (for candidates applying as motion designers) is an asset. 

-Ability to deliver high-quality multimedia materials under tight and variable deadlines. 

- Experience working with multilingual content, including subtitles and text-based graphics. 

- Strong technical skills and proven ability to use relevant software, including but not limited to Adobe Photoshop, Illustrator, InDesign, Premiere Pro, After Effects, Canva, or equivalent tools.

- Experience with colour correction/colour grading for applicable digital and video content is an asset. 

- Familiarity with UNFPA’s mandate, values, and branding standards, or prior experience working with the UN, international organizations, NGOs, or donor-funded projects, is an asset. 

- Ability to collaborate effectively with creative teams, communication specialists, and programme stakeholders. 

-Strong organizational and time-management skills; ability to manage multiple assignments simultaneously. - - Excellent communication skills, with the ability to receive, interpret, and apply feedback constructively. 

 

Language Skills

- Working knowledge of English is required. 

- Knowledge of Uzbek and/or Russian is a strong asset. 

 

Portfolio 

-Applicants must provide a portfolio or samples of previous work demonstrating relevant experience in graphic design and/or motion graphics.

 11. TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA)

The selection of consultants for the LTA will be based on technical evaluation. The criteria for technical evaluation will be as follows:

TOTAL TECHNICAL SCORE

The minimum overall qualifying score is 50. Only those candidates who meet the overall qualifying marks of 50 and score the minimum cut-off in each of the above sub- criteria, including the interview, will be considered technically responsive

   

 

Notes:

-UNFPA reserves the right to establish Long-Term Arrangements with more than one consultant under this solicitation, in order to ensure flexibility and timely delivery of services. 

-The establishment of a Long-Term Arrangement does not guarantee a minimum volume of work. Assignments will be issued on an as-needed basis, subject to programme requirements and available funding. 

- UNFPA reserves the right to accept or reject any application, and to cancel the solicitation process at any stage without incurring any liability. 

- Shortlisted candidates may be requested to participate in an interview or complete a short technical task as part of the evaluation process.

- Applicants are required to disclose any actual or potential conflict of interest related to this assignment.

 

12. PAYMENT SCHEDULE

The LTA to be signed will have a fixed fee rate for three years (should there be a change in the UN establishment common rates, the variation agreement is signed). However, UNFPA in Uzbekistan does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs.

Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.

13. HOW TO APPLY

-Applications submitted without all the required documents will be considered incomplete and will not be considered further. 

-Applications received after the submission deadline will not be accepted.
