About the Role

The HALO Trust Colombia is seeking an experienced Administration & Human Resources Manager to provide strategic leadership of the HR function, ensuring effective people management aligned with programme priorities, HALO standards and Colombian labour legislation.

The successful candidate will lead the HR team and oversee the continuous improvement of key people processes, working closely with senior management, operational teams and support functions. The role will focus on strengthening HR as a strategic partner, providing reliable analysis and recommendations to support organisational decision-making.

 

Key Responsibilities

  • Lead the HR strategy, team and workforce planning, including staffing structures, talent and succession planning.
  • Oversee payroll, recruitment, onboarding, personnel administration and offboarding, ensuring accuracy and legal compliance.
  • Lead performance management, learning and development, employee wellbeing, culture and engagement.
  • Advise senior management on labour relations, HR risks and people-related decisions.
  • Ensure effective Occupational Health & Safety and safeguarding practices within HR processes.
  • Monitor HR performance and strengthen administrative support services under the team’s responsibility.

 

 

Requirements

  • Professional degree in Psychology, Business Administration, Law or related fields, with postgraduate qualifications in HR, Labour Relations, Organisational Development or a related area.
  • Minimum 7 years’ HR experience, including comprehensive people management, payroll and at least 5 years in leadership positions.
  • Strong knowledge of Colombian labour legislation, payroll systems (Novasoft or equivalent), HR strategy, labour relations, performance management, talent development, OHS and HR indicators.
  • English: C1 level, This is a requirement for this role, as the candidate will also be working in close collaboration with HQ
  • Willingness to travel regularly to HALO’s regional locations.
